Going to a larger trailer fender will allow more fender clearance as the fender will be a bit taller and wider where the wheel would be. So you should be fine just going with the fender part # F008583 to give you additional fender clearance.

The recommended clearance needed between the trailer fender and trailer tire is 3-4" from the top of the tire to the bottom of the fender. That said, it would be best to mock this up beforehand and see which location works best with your setup. The correct fender will be selected based on the diameter of the wheel. I have attached a list of our trailer fenders that will work with 15" diameter wheels for you below. However, as you have a boat trailer that will frequently be subjected to water I recommend going with a plastic fender like the Fulton Single Axle Trailer Fenders part # F008595-2 for silver, part # F008585-2 for black, or part # F008575-2 for white. A plastic trailer fender will not run the risk of rusting out like a steel fender will.

Sorry to hear about your old trailer burning down. For a plastic fender that you could use for your trailer the Fulton Fender part # F008559 would be a great choice. You said that your previous fender bolted to a vertical flange on the side of the trailer frame, this fender has a vertical side on it that will allow holes to be drilled through it and mounting hardware inserted through it.
